cluster aware backup exec

I have BE 9.1 installed in a clustered environment.

There are two nodes in the cluster.

If I restart on of the nodes BE fails over, however if I shut down a node it keeps retrying and don't failover until the server thats down comes back up.

ANy suggestions, I really need some help.
