I plan to setup a windows server for BE 12.5 , and install a unix agent  on a solaris 8 machine attached with a disk array, BE 12.5 can backup files on disk array?

There should be no reason why not. The agent uses the OS to read files. It does not install a disk driver of its own.

Solaris is on the SCL (page 33):

ftp://exftpp.symantec.com/pub/support/products/Backup_Exec_for_WindowsNT/307063.pdf

From SCL file 307063.pdf, only solaris 9 & 10 support can be read , so I am not sure solaris 8 is supported. Anyone practise this? What's difference between BE 12.5 and netbackup 6.5 , backup solaris 8 ufs files by unix agent?BE 12.5 can support SAN backup or not?

I would recommend asking about the differences between NetBackup and BE in the NetBackup forum. By nature, I would bet that more of them have experience with both than the people in this forum.
