Hi,

Your Network team should be able to help in mapping certificates to Public IP, since it varies from organization to organization.

Mapping SSL Certificate to the registered Public IP is not a mandatory step as well. As long as the SSL certificate is issued for any domain and DNS is in place its shouldn't matter if the certificate is mapped to IP address or not. IP address mapping will be taken care by DNS, certificate binding to domain/URL should be sufficient.
