Aggressive shortcut deletion for deleted items

I've got an install of EV7.5 SP2 running on Windows 2003 Server SP2.  I've been asked to setup shortcut deletion after 7 years for all mailboxes.  This part is straight-forward.  However, I've also been asked to setup an aggressive Deleted Items shortcut deletion policy.  This is designed to delete shortcuts for archived deleted items after approximately 1 month.
 
Is this possible ?  I think it could be done with Retention Categories but I don't think archived items can be put into Retention Categories retrospectively.
 
Can I get people's thoughts on this ?

It is not possible to have two shortcut deletion under a single policy. However it is possible to archive Deleted Items folder to use different retention category, this can be done via EVPM.
