The steps in the document are correct. They setup client tracing.
What you then have to do is reproduce the problem. You stated it was :

So when you have enabled client tracing it stays that level through Outlook restarts. So I would set the tracing, then restart Outlook. Wait 30-seconds or so, and then manually archive an item. If you manually archive an item you will see something like this in the trace part way through :
