You can publish Symantec Enterprise Vault Mobile Search, so users may be able to access archived mail through their browser.

Hi, you can use 3rd party commondesk.com to open EV on blackberry devices.

Typically BES is configured to populate a device with up to 30 days of messages and remove them from the device once they are over 60 days old. (Values may vary dependent on your particular BES policies.)
So coordinating your EV mailbox archiving policy to not process items younger than 60 days should minimise the impact on Blackberry users.

I have never set this up but if I am to take your question litterally... yes... I believe the shortcuts are accessible, however the items cannot be opened/retrieved as you would in Outlook. You can embed a link to the item in the body of the shortcut via your shortcut policy or do any of the suggestions above (use the third party solution, mobile search, or make your policy for archiving match that of your BES synching policy)
Hope that helps. If someone resolved your issue please flag it as such so people trying to help do not offer help where it is not needed. Conversely if you have more questions or concerns related to this issue...please let us know what you are seeking.
