Ok, I found a bit more info for you.  BEAO (Backup Exec Archive Option) is geared towards Small Business.  It is only Exchange Mailbox and File System right now, (not sure on exact version info).

You cannot Journal archive. 

No Shortcuts/stubs for archived items.

No e-Discovery or Compliance

No PST Migration

Limited to 1 archive server

I haven't seen a side by side comparison but I would recommend you have a read of this:

How the Archiving Option works

Basically, the BEAO isn't going to offer all the functionality that EV will.  Users will need a Backup Exec Retrieve URL to view archived items.
