I have desktop policy which should enable 'Delete from vault' and make it available on Outlook toolbar. Outlook behavior when deleting shortcut is set to 'ask user'.
However, we are not able to delete mails from vault without restoring them to mailbox first. Outlook doesn't even ask what we want to do with the shortcut.

Have a look in the Site Settings on the Archive Settings tab and check that "Users can delete items from their archives" is selected. If that isn't selected then the retention category flag is irrelevant as the site setting will override it

When you change the policy you need to synchronize the change. Once the change has synchronized you need to restart Outlook as the settings for toolbar buttons are only read on Outlook startup. If your users are in cache mode then they may need to do a send/receive to update the hidden message in the cache and then restart.
If you still aren't seeing the button, check that the account you are using is in a policy group that is set to display the button and try disabling the mailbox from archiving and then enabling again as this will definitely push out an update to the settings

Thanks for your reply. The problem is that I haven't made any changes to the policy, it has been the same from beginning. Actually we are just starting to use Enterprise Vault in our organization and the problem is same with recently enabled mailboxes as well. Everyone is using the same desktop policy where these settings are enabled.

Have you checked the box in the site settings that allows users to delete?

Check the site-setting if it allows users to delete items from the vault, also check the retention-categories to see if those allow deletion.

Default retention category is set so that users should be able to delete archived items.

That option wasn't selected, and enabling it solved the issue. Thank's for the help!
