Have they all been enabled?

Also, if they are using cache mode sometimes you have to close and open Outlook twice.

If all else fails you can try the ResetEVClient.exe

Have you run your provisioning task against all the users

Are you deploying the forms from Exchange public folders or via the client?
It could be a situation of where you have auto deploy forms set to off, and you published the forms in the EN directory but not any other languages like FR and their locale is set to something other than EN

But most likely its because they have not been provisioned/enabled properly that the client isn't auto deploying them for you

Thanks for the advice guys i'll try the resetevclient because i am pushing them with the policy.   And yes provisioning has been run (many times) and they've closed/opened outlook many times also.

If it does not work, try looking at the EV Client's log file.

Win Vista/7: <user>\AppData\Local\Temp\ev_client_log_*.txt

Win XP: <user>\Local Settings\Temp

(or just %temp% for both systems)

Cheers
