Hello,
I want to upgrade EV from 8.0 to 9.x too. How can I download EV 9.0? Do I have to buy new license or still use my old license.

You will be able to get new licenses if necessary from Customer Support.

Actually licenses are compatible, so you can use your old license.
EV 9.0.1 is available on https://fileconnect.symantec.com you need to provide EV9 serial number, you can call Enterprise Customer Care for that

When I run deployment scanner (ver 9.0.1), I find a notice:
