you can set that from the site properties | arichiving rules tab
you have an option wherein you can set the option which will allow user to delete the data

you can got the properties of the archive and under permissions you have an option which would allow the user to read write and delete ....
but if u have to remove the delete permission from there for the user whom you would not like to allow deleting the data.
