Offline Archive with and without Cached mode enabled

Thus far, I haven't had any luck getting Offline Archive to run on an Outlook client that isn't running in Cached mode (OST file). Is there something I'm missing?

I know this might sounds stupd but when you say 'run' exactly what do you mean.

What are the symptoms and what are your expecations.

What happens when you try to enable? Do you get an errors? Anything in a client trace?

In order to install offline vault, the client needs to be in cached mode at least once (so it can create an ost file). Once that's done, you can do the primary sync with offline vault, and it should be okay in either cached or non-cached thereafter. It's important to note as well, that you won't get the offline vault accesses unless outlook is officially "offline". Otherwise it'll try to hit the EV server regardless of cache mode.

That would be because OV requires either an OST or Cache Mode to be able to work. OV works hand in hand with Cached Mode. So bascially no Cache or OST = no OV
