Outlook 2003 cannot view the archived attachment

I am using EV 7.0 SP1 however I have a problem of viewing..

when archive a lot of email (include attachment), my oulook 2003 could not retrieve the attachment only show the link..

similar like as

Check the EV Admin Help for Exchange Mailbox Policy: Shortcut Content

You content most likely is set to display attachments as a text list.
