Restart services
Dtrace AgentClientBroker and manually attempt to synchronize the mailbox alone and see what happens
Don't do a manual synch all mailboxes
As touched upon earlier it could be that
- Mailbox is over quota
- A GC or networking issues
- System mailbox is not on the exchange server you're targeting
- System Mailbox is hidden or not listed in the GAL
- Permissions against the mailbox database are incorrect
- Task could be set to run under something other than the EVAdmin and not have permissions
etc etc, the DTrace will tell you all of that
But also as stated, what version of EV? what version of outlook do you have installed?
Are you sure you're targeting the exchange cluster name and not the actual node name and its just that exchange has failed over etc? Has this ever worked and it now just stopped working?

error?
You should see events in eventlog.

There should be some sort of error when you try to synch this user's mailbox manually.
1. Check that user's mailbox is not hidden from the GAL, try and open the user's mailbox using Outlook whilst logged on the EV server as EV service account
2. Ensure that the user's maibox does not have Quota settings, if it does make sure that Quota limit is OK, if Quota limit is reached then you will need to temporary lift the quota limt and sort the mailbox out.
Those are the two things that I can think of on top of my head. Otherwise you will need to enable dtrace and perform a manual sync for that user.

this happens for ALL users on this exchange server and there is nothing in event logs

We really need more information, but here is a shot in the dark:
Run deployment scanner, and verify the Vault Service Account has the appropriate permissions on the exchange server.
verify the users on this exchange server are in a provisioning group.
verify that it is not exchange2010
verify the EV Systemmailbox is available to the task targeting this exchangeserver, by opening it, using the VSA as logged on account. Verify the systemmailbox is not hidden/disabled/otherwise corrupt.
Verify the task starts properly.
Verify also the eventlog on the exchange server.
If you do not have events, how do you know there is an issue?

When you post a forum for help, you need to provide as much info as possible and with accurate info too...your original post says 1 user and now it's ALL users on one exchange server, so which is it?
Details such as:
EV version, exchange version, OS version etc. a brief description of your envirionment...anything that has changed in your environment to stop this working? When was working last etc.
Dtrace the synchronisation processes for that exchange mailbox archiving task and post the dtrace would be a good idea.
* Edit - my bad, you did say 1 cluster exchange server so ignore my first comment. Anyway you should dtrace the process and the dtrace will show the details even though they do not show in event logs. In your case event log does not even show.

my reason for believeing there is an issue is because it is still tryign to sync after 45 minutes for a mailbox, all the other mailboxes on our other exchanges sync instantly
we are on exchange 2007 and yes i have verified all permisisons with DEP scanner and all ok
