Environment
Netbackup Server version = 6.5.5
OS = win2003
Want to do
Is there any possibility if i have Netbackup Catalog 6.5.5 backup and want to restore it on newly installed Netbackup version 7.1 a OS win2008?

Nope. EMM database can only be restored to same version master server. Same version includes patch level.
Trust me ! I have tried it , thinking we need to get server up and running ASAP and worry about patches later. Restore failed.
You will possibly be able to do a 'partial' recovery (images only). That will create out-of-sync databases. Images database will know about images on media, but EMM will list tapes as unassigned and will be overwritten by new backups. You will only know this when that URGENT restore is needed...
Partial recovery is only recommended in a DR situation where you need to restore only and no new backups will be attempted.

The following can be found in all versions of the NBU Troubleshooting Guide:
Note: Symantec does not support the recovery of a catalog image that was
backed up using an earlier version of NetBackup.

also stresses the fact the the NBU version on the new server MUST be the same.
The restore to a different version simply doesn't work - it fails with an error saying that the version is different...
