Experts,

Does Veritas Netbackup can take hot DB backup ?? does this require intermediate program or something ??

Yes it can take a hot DB backup of Oracle, SQL and more and yes you will need to install the Netbackup DB agent on the client side to be able to perform a hot backup of that DB, check the NBU Admin Guides of the kind of DB you are working on.
