Is there a way to have NetBackup alert me (via mobile text and email) once a job(s) have completed its backup or restore?

The above method is good if you want notification of all failed jobs ( status codes > 0).
Different methods are available depending on your particular need.
If you need notification for a particular client for all jobs (failed and successful), use Universal Settings in Host Properties -> Client -> Client Name. See 'Universal Settings' in NBU Admin Guide for UNIX and Linux, Volume I http://www.symantec.com/docs/DOC3650
A number of notify scripts are also available that can be customized/created on the master, media server or client. See 'notify scripts' in NBU Admin Guide for UNIX and Linux, Volume II http://www.symantec.com/docs/DOC3651 .
Please ensure that mail can be sent using mailx at OS level.
Another option is to install and configure Ops Centre for notification. See Symantec OpsCenter Admin Guide http://www.symantec.com/docs/DOC3708
