If HP support the OS you intend to install and it listed in NBU compatibility matrix you are ready to go:

NetBackup 7.x Operating System

http://www.symantec.com/docs/TECH76648

NetBackup 7.x Hardware
http://www.symantec.com/docs/TECH76495

BTW: The disk space you got it not a lot. The Netbackup catalog can grow quite fast depending on number of files to backup and backup life time. RAM is not also not with in specs. The Windos installation manual say "As a general rule, the minimum memory requirement for master servers is 2GB RAM per processor."

1. What would be the specification required for the same hardware refresh?

2. Any recommendations before moving from 32 bit to 64 bit OS? (same platform)

Please consult the Symantec NetBackup™ 7.0 - 7.1 Backup Planning and Performance Tuning Guide, chapter 1-3 cover capacity planing and configuration guidelines.

Timely..... up till yesterday I had NBU 7.1 media server (upgraded from 6.5.x) running as my Vmware backup server on a DL360 G4p. It was running Windows Server 2003 x64.  Would upgrade your RAM to at least 6GB or more.

Consider the advice about Hard disk space. If its the 1U edition then upgrade your disks to at a pair of 146GB. I think you only have two slots in that chassis.

(Now running on a DL380 G7 with 12GB RAM).

Now running as a NetBackup Media Server on the Veeam Proxy Server.

OS....Its up to you how it suits across your environment and OS experience skills. But MY first choice would always be Linux OS for Master.
