How to set alerts on NBU Windows Master Server

can you tell me how can we set alerts on windows master server ?

i added the email to global preperties but it is still not sending failure alerts.

i thought it will be easy like unix..make entry in master server host properties and that it...but it says to download blat and all that stuff..is there any other way ?
