HI ,
customer have a pool defined for a 3rd party company backups , whenever all tapes defined in this pool is consumed , as per default , netbackup used scratch pool tapes ..
customer need to prohibit all policies for 3rd party company to utilize scratch pool after the pool defined for their backups is finished .
Is that do-able ?

Not possible.
Any pool that requires media can draw from Scratch.
There used to be a feature in older versions of NBU where a list of media servers could be specified. Only these media server were then allowed to use this pool.
No idea when this feature was removed, but it does not seem to be there anymore.

You could set up your environment to not have a scratch pool. Then it would be more of a manual task to make sure your pools have sufficient scratch.

Yea , but the problem is that the customer want to have scratch pool fuctionality for selected no. of policies and prohibit it for the rest ..

Like Marianne said, the capability you are looking for doesn't exist.
I suggest you use the following line in your vm.conf:
RETURN_UNASSIGNED_MEDIA_TO_SCRATCH_POOL = NO
Distribute your tapes among your pools the best you can ...
and then setup scripts to monitor the availability of media in your other pools and if the meda gets too low for your comfort levels then have it trigger an alarm and/or have it find an available tape to automatically reassign to the pool that is low on scratch.
