We have noticed that with Windows 2008 R2 backups, NBU won't backup any of the active system files or applicaiton files (example .exe or .dll) in the normal file view. The only way to restore these locked or active files is restore the entire System State and pick through that restore to get the files we are looking for.
This isn't the case for 2003 or 2000 windows.
Does anyone have a reason for this or a new solution to recover these files? This is a cumbersome process and doesn't seem like a very good solution. My Windows admins aren't very happy with this soluiton.
System information:
NBU 7.1.0.1
Master - Solaris 10
Media - Solaris 10 and Windows 2008 R2

I am confused that are you talking about Backup OR Restore ? Clear your query please

This is not an NBU feature, NetBackup never backed up file protected by VSS/OS. System Files and/or certain DLLs are apart of the OS system state which are protected by VSS. So the only method to backup this data is to use a System State backup. Only method to restore it is the same, to restore the system state.
They are some redirect option that may restore some of the file needed, but in short, those files are your system state. So trying to back it up like a standard file, the OS will tell NBU that it is protected by VSS.
