In general, no. Because NDMP doesn't specify a format for the data. There's no way for NBU (or any program) to be able to know what's inside an NDMP stream.
In some very specific cases, you might be able to do something. For instance, Network Appliance filers use a "dump" format in their streams. Other hosts use a "tar" type format, others use even more odd formats. But you'd have to do the heavy lifting yourself.
Because of this, NBU isn't even going to look at the data and try to do anything with it but hand it back to the restoration host. The rule for NDMP is that you need to have a host of the same type for restorations.
