I am struggling to find the option similar to "New job to duplicate backup sets" in Backup Exec. Is there any similar setup in Netbackup 7.1. Thank you

You can use bpduplicate command to do so. 

NetBackup Commands guide can be found here. Oops... I do not know where the problem is... I couldn't open any of the documentation pages.

To automate disk-to-tape duplication, there are 2 methods:

Disk Staging if you are using Basic Disk. This is configured from the Storage Unit properties - Enable temporary staging area.

If you have Advanced Disk (Enterprise Disk license), you can use Storage LifeCycle Policies.

Unless you automate it (see my previous post), you need to do it manually - either using the GUI or bpduplicate from cmd.

Oh, another automated method is the Vault option (separately licensed).
