Chan,
Legacy logs are the easily readable logs under /usr/openv/netbackup/logs directory which were the only available logs before Unified (VxLogs) which were introudced after Netbackup 6 release.
Vxlogs are not easliy readable and you will have to use the tool to extract the logs but they are more robust than the legacy logs. The vxlogs directories can be found under the directory /usr/openv/logs/

In short:
Legacy logs are 'old' processes - normally starting with 'bp'.
Unified logs are for new processes starting with 'nb'.
Read up about these different log types in Chapter 3 of NetBackup Troubleshooting Guide http://www.symantec.com/docs/DOC5180

Before you start reading logs, you need to understand which log relates to which NBU process and where they fit in the backup or restore process.
A summarised version of the process flow diagram can be found here: NetBackup 7.x Process Flow
Detailed version along with explanation of each process in Appendix A of the Troubleshooting Guide: http://www.symantec.com/docs/DOC5180
