I presume your cluster is the master server.
PBX is required for NetBackup to run, do not remove it. It is installed 'separately' as it is shared between Symantec products, so although it is essential for NBU, it is technically a separate product.
From TN http://www.symantec.com/docs/HOWTO11303
Because PBX is required for all NetBackup products, its installation is part of the NetBackup installation procedure. The only exception is when it exists prior to NetBackup installation.
As I mentioned, PBX has to be installed for NBU to run. If you remove it, it will break NBU.

I undestand this service is very important.
But, why this service was installed on my cluster? The server is not the master, it is only a server.
I don´t want to remove the service from Windows, just to cluster.
Do you understant my question?

Now that we know this is not the master, you can safely remove PBX from the cluster.

But when i will install the client on other cluster, the service will be included on cluster?

I didn't, but now I have seen the answer from Marianne, I see you mean remove from being a cluster resource.

Another TN: (Although for 6.5, the procedure should be similar.) http://www.symantec.com/docs/TECH60599
