Unable to boot after a full OS restore Windows 2008 R2

 I’m trying to recover a server.  I have a full backup of the server (Windows 2008 R2) using NetBackup 6.5.6.  I have built a server same os Windows 2008 R2 with no service pack.  Also installed same version of netbackup (6.5.6).  with server as a work group, 1st restored all files with over right existing.  Then restored System State and Shadow Copy. Server tries to load windows and reboots and wants to recover.  Found 2 articles that sound like my issue, but did not help.

Did you have at least 20GB of free space on the c:\ ? 

Shadow copy components uses this space during restore, since it written to a temporary location and then moved as the active copy during reboot.
