Hello,
Windows Admins has informed us that during the Netbackup VMware backup window the following warnings/errors occur.
Warnings: The system failed to flush data to the transaction log. Corruption may occur.
Error: The default transaction resource manager on volume \\?\Volume{3306015f-accf-11e6-a714-0050569c5960} encountered a non-retryable error and could not start. The data contains the error code.
This apparently happens on all windows vm’s during backup.
Has anyone had this issue before?

Well, a one line statement with some error text and no other detail of your environment... means that all anyone can say is that it currently/initially looks like a VMware or Windows or VSS or VMtools or co-related issue, and doesn't appear to be a NetBackup issue - i.e. the act of attempting to take a backup using NetBackup is causing a different element, or co-related elements, within Windows or VSS or VMtools or VMware to generate that event.

Netbackup Master Server is 7.7.2 running on Linux
its occurring on all windows VM backups. I will get more information for you

Has VMware tools been installed on the VMS's ?
VMware tools are essential for consistent backups.

Yes, the VMware tools have been installed on the VMs. Also, The Admins say that other backup vendor state the error can safely be ignored and wants to know if that also applies to netbackup.

As sdo pointed out, there is a kb for this issue from vmware. The event itself will usually appear when making a snapshot manually as well, and can be safely ignored. Contrary to what the errors in eventlog might say, no corruption will occur.
The facts are that an extra vmdk is created when a snapshot is made by netbackup. Windows OS will detect this snapshot disk as an "extra" disk.
When the snapshot is consolidated, vmware will "remove the disk" without any OS initialisation, causing all these errors, but contrary to the event descriptions, no data has been lost or corrupted.
TLDR: you can safely ignore these events
