can I suspend_scheduling across a stop/start of Netbackup

I often use nbpemreq -suspend_scheduling.  But sometimes I need to suspend new jobs and then stop netbackup (perhaps for a reboot).  When I start netbackup again I dont want new  jobs to start.  I can try to jump in ASAP and run nbpemreq -suspend_scheduling but it would be nice if new jobs didnt start as soon as Netbackup came up.  Any way to do this?

Disable the policies ... Add the nbpmreq command to the end of the netbackup startup script (don;t forget to take it out) ...

Aha - maybe I can do this in conjuction with touching a file (and if the touch file exists dont start Netbackup).  Thanks!
