tape device protection on SuSE Linux 9 changed by NBU startup

We are using NBU and manual procedures to perform backups.  The tape device /dev/nst0 is setup to allow rw access at boot for the manual stuff (run by a user) but when Netbackup starts it seems to reset it

is what appears in boot.msg.  The key seems to be "Rebuilding device nodes", which is issued after this:

 in the startup script.
 
My question is: is there any way to influence $MAKE_SCSI_DEV (a.k.a. /usr/openv/volmgr/bin/make_scsi_dev) to set or control device permissions?
 
There is also a hint that Netbackup may be resetting this regularly (to 660), although I haven't confirmed it.
