Win2008 R2 RUS locale SF5.1 SP1 V-77-57616-2: Server Initialization failed

Hello,
I have the issue with Veritas Enterprise Administrator (VEA): GUI doesn't display Action agent and Storage Agent, CLI "vxvol volinfo" generate error messages V-77-57616-2: Server Initialization failed.
Article http://seer.entsupport.symantec.com/docs/324150.htm describe case for Windows 2003.
In Windows 2008 R2, I rename C:\Program Files (x86)\Common Files\VERITAS\Security\Authentication\systemprofile, but not resolve trouble.
Any idea???
P.S. I think, truble in Russian localization Windows 2008 R2,
in English locale Win 2008   - SF5.1 - worked correctly

Did you do a new installation using the 'VRTS_SF_HA_Solutions_5.1_SP1_Windows_64_SlipStream.zip ' binaries?
As far as the 'server initialization failed' error is concerned - I had the same problem just over a year ago : https://www-secure.symantec.com/connect/forums/sfw51-win2008-cannot-execute-cmd

this error repeat on 3's servers with Win 2008 R2 Rus. I executed command in Administrator mode :(
after reinstall Windows to version 2008 R2 Eng -  All O'K.

Apologies that I cannot provide advise w.r.t. Russian version of Windows - my only experience is English version of Windows (although my mother tongue isn't English...)
