Ways to modify /etc/init.d/vcs

Looking at the following situation
 
Some of our administrators are shutting down cluster nodes without stopping VCS at all, or without stopping VCS properly. I'm looking into options on how to "hung"  the shutdown if VCS is locally running or even if a database instance is still active on the local node. Looking to modify /etc/init.d/vcs. Any suggestions?

If they have root account to the OS and full administrator rights to VCS than you can't lock the application.

You should create UNIX user accounts with limited rights, assign them to VCS users and configure what those users can do in VCS.
