We have a starter kit license.

I am trying to run the Management Control (Not the Manager)

but it says my license is expired.

to explain the full story, the agent and management control was installed on the server already, but it didn't require backing up, as it is the backup server itself.

so i uninstalled the agent...which also uninstalled the management control.

now it says the license is expired, and when i go into the Manager, it says i don't have a client license file installed.

How do i get this slf file?

Are you running Backup System Recovery(BESR) 8 or 7?  SLF files are only used by version 7 and below, version 8 and greater use license keys.

Management Control requires BESR to be installed since all it basically does is route commands to BESR and then send back the results of those commands to the Manager Console.
