Clearwell new user default case permissions

On Clearwell 8.1.1, when a new Enterprise user was added to the system with “Case User” role and Case access type, the default behavior was to grant no existing case access to the new user.

On Clearwell 8.2 however, this default behavior has changed to grant all existing case access to the new user.

To test this, on a Clearwell 8.2 appliance with existing cases, add an Enterprise user, make sure Role is: “Case User” and Access Type is Case. Click Save. then click user name, go to Authorized Cases tab.  

I was wondering if there was a reason behind this change for version 8.2.

This looks to be by design with access groups in mind, please see below excerpt from page 13 of the Case Admin Guide for 8.2:
