Back exec server system is not responding, version 9.1

I have the problem how to fix this error message, when i try to get into the Backup Exe Server Program. I repaired the program usign add/remove programs, but the problem is still there. Somebody can tell me about this issue.

- Is this a fresh install?
- Are all the services started?
- Are there any event IDs?
