You can't explicitly "chain" jobs in BE 2012. https://www-secure.symantec.com/connect/articles/use-bemcli-chain-jobs is an article a trusted advisor here wrote to use BEMCLI to workaround this.
However, do you have to this? If you let the jobs queue up they will simply go "Ready" if no devices/storage is available to run the job. You can control concurrency of disk storage and de-dup in their properties - that is to mean - you can set the # of parallel jobs that can run to them at once.
If going to tape, you can control concurrency by what you are targetting. If you target 1 drive, then you have a concurrency of 1. If you set each job to "append to media" and if you have your media sets set up with the right overwrite/append settings you can use media sets to subdivide what data goes on what set of tapes.
