Backup Exec 9.1 and error Access is Denid even when VSAPI is disabled

I have disabled VSAPI but still backup fails during verification.
Report:

Please refer to the documents below

"The Backup Exec data store encountered a problem during the operation. See the job log for details." (a000fea9 HEX or e000fea9 HEX) is reported in a failed backup job log or "Database or database element is corrupt" (a000fea9 HEX or e000fea9 HEX) is reported when backing up the Microsoft Exchange Information Store.
