Continuous protection - file overwrite

We installed the continuous protection agent on a server and were doing some testing. For the basis of the test, we created a NTBackup of the system state to a file. This was successfully sent by the continuous protection agent to the CPS. We then did another ntbackup of the system state overwriting the media to see if the block level changes feature worked for overwrites. The entire file was sent via the outbound journals to the CPS.

Is this expected behavior? Why didn't we get just the changed blocks?
