Creating Mulitple Backup sets on one removeable disk WITHOUT OPP?

Scenario:

1) We have end-users that are suppose to change a backup disk every night.  For the most part this happens, but in come cases, this is missed.

 

2) The backup is performed to a USB attached 750gb disk, that can hold many backup sets.

 

Problem:

I want to know the settings so that I can attach any USB disk, and guarantee the creation of a new backup set until the free space runs out, then overwirte the oldest backup set.  If I use the OPP, then I can't seem to find a guaranteed way of backing up the files, becuase the oldest backup set may still be protected.

if the target disk can hold 5 backup jobs, and the jobs run nightly, set the OPP to 4 days (in case the job finishes after midnight)

 

Set the jobs to Overwrite Only, and set the Global Option (Tools\Media Management\Overwrite) to

"use scratch media before overwritable media in the target media set"
