DLO Admin service won't start after hotfix 323893

I am running BE 12 with service pack 3 and I just applied hotfix 323893 and the DLO admin service won't start.

I get the following in the event application log:

Description:
Database exception caught at line 460 of shadow\Server\consolesvc\consolesvc.cpp with error code 0x80040E14: ADODBError-_com_error: foundationerror=80040e14, comerr=80040e14, nativeerror=4294967295, conn=, query=, msg=IDispatch error #3092, src=Microsoft OLE DB Provider for SQL Server, desc=Directory lookup for the file "C:\Program Files\Symantec\Backup Exec\DATA\BE_DLO.mdf" failed with the operating system error 2(The system cannot find the file specified.)..


I've checked and the file it mentions (BE_DLO.mdf) does exist in that location.

Please verify the path for Dlo databse is set up right in the following registry

Verified the "DATA PATH" key is set to blank under Hkey_Local_machine|Software|Symantec|Dlo|3.0|Admin Service

The dlo admin service should be running on LSA 

Try running a repair install for backup exec  ( would require reboot )
