Is uninstalling the hotfix the only way to fix this issue?

You can uninstall it if you have the same issue, it's worth trying.
Another option would be to send people in that thread with the same issue a message through the forum or an email. But I think option 1 will be faster (but no guarantee that they will respond).

Uninstalling the hotfix works (did successful restore like before update)
But the hotfix had a purpose I think :)
I hope this will be fixed soon

Don't expect that, BE 12.5 is eol and 2012-08-01 was the last date for patch releases.
