SBS 2003 exchange restore fails

I am finishing a disaster recovery of a Windows SMall Business Server 2003 following the steps provides by Veritas/Symantec (http://support.veritas.com/docs/243037) but I am unable to restore the Exchange Information Store. I have verified the store is NOT RUNNING, but the services are and the databases are marked to be overwritten. The physical directories are not there (presume the restore will create them?).
 
When I run the job, it creates a folder and file in the C:\temp directory (C:\temp\first storage group\restore.env) but stops at 86 bytes. It then hangs for a while until I cancel it (I waited about 10 minutes). The job reports "0xa0008488 - access is denied"
 
I have verified the administrator account has delegate permissions and is being used to perform the restore.

I solved it, turns out you must create the MDBDATA folder with nothing in it before the restore will work. The default is C: but who in their right mind puts the store on the system partition anyway.
