Does BackupExec 2012 support end user self service?

If you are referring to the end user's ability to run backups/restores from the client system, then no.

Aah right ok, what's symantecs solution for self service recovery, is it still Continuos Protection Server? we are a school with 2 file servers, 2500 staff and students home folders.

CPS is End-Of-Life. An alternative, Symantec DLO allows client users to backup & restore data, however this pertains only to user data on the systems & not complete DR of the systems itself.
