Version 10.0 to 10d upgrade fails

It's running on Windows server 2003 standard.
Here's the latter part of the log file.

Hello,

Please ensure that the System and the Backup Exec Service Account full control on the target folder where you are installing Backup Exec, on the source folder where you have copied the installation files and on the Temp and the Installer folders in the WINDOWS folder. run the installation after that.

Also do you see any MSI related errors in the event log?

The account has full access to the drive. The only MSI related error is the one listed above.

In regards to the first tech note, I checked and the file does exist. I tried running the msi and got the error message: 1:2803 2:SetupError 3: 4: 5: 6:
As that error is provided by windows installer I checked the MS KB but I didn't find anything for the error. As far as the second message goes, I'm not getting the error described.

Hello,

Please upgrade the Windows Installer components

Please run the following commands:

msiexec /unregister
msiexec /regserve

run the installation after having done that.

Alright I've done that, BE setup still gives the same error message.
