Hi,
As said, first step is to look if system is running through heavy load ... if answer is yes, then you need to figure out cause for why system is busy ..
In most of situations where system load is high, VCS is reacting to the situation & hence you see this error.
If the answer to system load is no, i.e system was not busy, I would suggest to look at the core dump what had process has caused & match the stack with one of technotes of symantec.

This is common to have if system is facing any high load or performance issues ... many technotes you can find around this ..
How was system load when this error occurred ?
