How does the Outlook addin determine which server to connect to?

Hi all

I have a multi server environment.  One server is behind a firewall that does not allow DCOM access.  I have a single user who cannot manually archive and restore.  Outlook says "Enterprise Vault is not running at the moment".  I get the same error on different machines only when connected to this mailbox.  It works from OWA. 

I'm 99% sure this is because it is trying to connect to the firewalled server, but how does Valkrie.dll decide which one to connect to?  That server is not running the archiving task for his Exchange server, and it is not defined anywhere in the policy.  In fact the user has the same policy as other people who do work.

I've tried zapping the mailbox and re-enabling from different servers.  Even deleting the hidden message using MFCMAPI.  I can't work it why it is trying to connect to agentclientbroker on that particular server?

Typically ev will communicate to the server running the storage service for the users vault store, as most client interaction will be with download.asp and the vault cache pieces which would make more sense to be directed at the storage service and not the task controller
