Is it possible to import PST content directly to Exchange journal archive?

No, you'll need to use a Shared archive.

You will want to review these:

Journal Archive name does not appear in the selection list of Import PSTs Wizard.

or as WiTSend said, import it into a Shared Archive.  You will not want to try and import it into a Journal Archive that is being used as a journal target.
