Reply to vaulted message that is from outside your organization

Our EV admin states that if a message from someone outside of our organization is vaulted, that in order to Reply or Forward; it must first be restored back to your mailbox.  He says this is a recommendation of Symantec.  We are on V8.0.  Is there truth to this and why?  I have a hard time trying to explain to our users that you can reply and/or forward vaulted message, except for those from outside of our company...

Really the only issue is when users select multiple archived emails in Outlook and choose 'Forward' from the context menu or the toolbar.  This causes the selected items to be sent as attachments, and they will be in the format of the EV shortcuts, since they weren't recalled via the EV add-in.  If users want to forward multiple items as attachments, they will want to restore them first.  Even if they forward them to users inside your organization, the receving user probably won't be able to recall the shortcuts since they probalby won't have access to the sending user's archive.
