There was an error loading this item - Some functionality may not be available.

When I click on the grey area, a pop up comes on and says

"The attempt to connect to the server failed"

The user sees some of it, but not an entire message in Outlook 2007

This item is not retrieving from the EV server. What the user is seeing is the extent of your shortcut content.

As Rob implied, collecting a client log would be helpful and would show you what address it was attempting to hit and then you could validate that you were going to the right address and can hit the EnterpriseVault Virtual directory in a local browser to that machine.

verify the web app url , fqdn,short name for EV server is in the local intranet zone

It's also worth grabbing a client trace of this happening.  Oh and what version of EV Server and Outlook Addin are you using?
