Are you able to access any other Hyperlink via outlook?

This article suggests it may be something to do with chrome:

Hi Sandeep,

A few questions:

- Are you seeing this issue only in one user?

- Do you know if the user install/uninstall Google Chrome browser?

- Is Internet Explorer the default browser in the PC?

The MS KB 310049 states:

Assume that you set Internet Explorer as your default browser in Windows. When you click a hyperlink in Microsoft Outlook, you receive one of the following error messages, depending on your Outlook version:

This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.

When you click in the Archive Explorer button, the EV Outlook add-in tries to open a hyperlink in Outlook, so basically it would be the same behavior as opening any other hyperlink in Outlook. If the above MS KB doesn't fix the issue, then you need to verify if there is anything else (GPO perhaps) applied to the computer. I hope this helps.
