I dont recall if EV 10 has a new mechanism or not to proactively update a users already archived items to a different retention category. Or does it work the same way as EV 9, meaning the user must move the archived items that need to be updated with the new retention category to another folder (as long as the moved items option is enabled on the Exchange Mailbox Policy)?

It is the same as EV 9. There are some third party tools that can do updates on retention and depending on what you are looking for I may have something that could help with that.
Can you give us your specific use case?

Tony,
Well we have several retention categories, and a user needs to be moved from one (5 year retention) to another one that is "forever." So all currently archived items for this user need to be update to the forever retention category. We are on EV 10 RTM.
